In the upper panel, a government official refuses to disclose information by saying, ¡°The government should remain confidential,¡± while a citizen holds a signboard that reads ¡°Disclose the information.¡±

In the lower panel, a police officer and National Intelligence Service (NIS) agent entrap a citizen through packet eavesdropping and say in unison, ¡°We should examine all of this citizen¡¯s information!¡± A citizen stands in front of them in the comprehensive criminal justice information system, which has led controversy over whether governmental authorities are engaging in excessive surveillance.
