After Japan essentially banned memorial services to commemorate Korean victims of indiscriminate slaughter during the Great Kanto earthquake of 1923, Japanese citizens have started a petition calling for permission for memorial service to take place. Kyodo News has reported that a Japanese man, 42, has gathered 31,846 signatures for a petition demanding that the city of Tokyo allow memorial services for Great Kanto earthquake victims in public parks. The signatures include 117 Japanese intellectuals and scholars.
