On the morning of July 16, the first day that commuter buses were not permitted to take standing passengers, a long line of commuters waits at a bus stop near Seohyun Station in Bundang, Seongnam, Gyeonggi Province. Although the Ministry of Land, Infrastructure, and Transport deployed additional red buses to try to facilitate the change in policy, the effort was far from enough to prevent inconvenience for passengers.
