US official goes to China to discuss sanctions on North Korea

The administration of US President Barack Obama continues pushing hard for enforcement of sanctions against North Korea.

On Mar. 14 the US Treasury Department issued a press release announcing that Acting Under Secretary for Terrorism and Financial Intelligence Adam Szubin would be arriving in China the next day for a two-day visit with stops in Beijing and Hong Kong. During the trip, Szubin is to meet with high-ranking Chinese government officials to discuss a wide range of issues, the press release said.

“This trip provides an important opportunity for discussions of ways to strengthen U.S.-China coordination in response to North Korea’s destabilizing behavior and to ensure sanctions targeting the North Korean regime are as effective as possible,” it added.

Szubin’s visit is being seen as an attempt to urge Beijing to fully enforce the recently adopted United Nations Security Council (UNSC) Resolution 2270 sanctioning North Korea for its recent nuclear test and rocket launch. The prevailing view in Washington is that the effectiveness of the UNSC’s resolution hinges on China’s actions.

Szubin is also expected to provide an explanation to Beijing and solicit its cooperation on independent plans for North Korea sanctions currently being prepared by the Obama administration. The US administration is expected to issue an executive order as early as this week with administrative particulars for the stronger sanctions legislation passed by Congress last month.
