The Blue House announced on May 3 that it had convened an inaugural meeting of its Panmunjeom Declaration implementation committee. Chaired by Presidential Chief of Staff Im Jong-seok, the committee was assembled to implement the terms agreed upon by South Korean President Moon Jae-in and North Korean leader Kim Jong-un at their Apr. 27 summit. The committee made plans to hold high-level inter-Korean talks in mid-May, selecting the area of forestry cooperation for its first concrete project.

“To maintain continuity from the inter-Korean summit preparation committee and smoothly implement the agreement terms, the implementation committee was developed in a combined administration/Blue House format,” Blue House spokesperson Kim Eui-kyum said in a briefing that day.

The chairperson will be Chief of Staff Im Jong-seok, while Minister of Unification Cho Myung-gyon will be general secretary,” Kim added.

The members from the administration are to be Minister of Foreign Affairs Kang Kyung-wha, Minister of National Defense Song Young-moo, National Intelligence Service director Suh Hoon, and Office for Government Policy Coordination director Hong Nam-ki, while National Security Office director Chung Eui-yong and Policy Chief of Staff Jang Ha-sung will be taking part from the Blue House.

The committee is to include subcommittees for advancement of inter-Korean relations, denuclearization and establishment of a peace regime, and communication/publicity.

“A forestry cooperation research task force is to be established in the inter-Korean relations advancement subcommittee. We plan to begin priority efforts in that area, which is the one most needed by the North and one where we have a lot of experience,” Kim Eui-kyum said.

“We intend to hold high-level inter-Korean talks by the middle of this month, with the results from that to be carried forward into working-level talks [with the participation of different government ministries and offices and/or the private sector],” he continued.

Plans drawn for liaison office to open in Kaesong

Notably, the list of implementation committee members announced by the Blue House that day included Policy Chief of Staff Jang Ha-sung in place of a minister from an economic office or ministry.

“We have decided to open a liaison office in Kaesong [according to the summit agreement] and establish an organization for joint research. Jang Ha-sung will be taking part in those discussions as the individual carrying out work related to [inter-Korean] economic cooperation,” a Blue House senior official said.

The same official described the committee as a “provisional body for a transitional period.”

“For important matters, the government and its various ministries will have to be a central role. Since the conditions have not yet been set to begin work in earnest, the implementation committee has been put together first as a body to develop a blueprint and road map,” the official explained.

The same day, President Moon invited five chief executive officials to the Blue House – including National Assembly Speaker Chung Sye-kyun, Prime Minister Lee Nak-yon, Constitutional Court President Lee Jin-sung, and National Election Commission Chairperson Kwon Soon-il – to attend a luncheon and share the details about the inter-Korean summit.

Supreme Court Chief Justice Kim Myeong-su was also invited to the meeting, but he was unable to attend as he was abroad at the time.

“North Korea is also approaching the talks with a very serious and sincere demeanor. The North is facing a very great risk, yet it is laying its things down,” President Moon said.

“We must not let this opportunity go,” he stressed.

Meanwhile, the Ministry of National Defense announced that Minister of National Defense Song Young-moo, Minister of Foreign Affairs Kang Kyung-wha, Minister of Unification Cho Myung-gyon, and Minister of Oceans and Fisheries Kim Young-choon will be visiting Baengnyeong and Yeonpyeong Islands in South Korea’s northernmost region on the West Sea on May 5 to hear resident opinions on the creation of a “maritime peace zone” around the Northern Limit Line (NLL).

“This will be an occasion for hearing resident views toward follow-up measures for the Panmunjeom Declaration and on guarantees for safe fishing activity,” a ministry official said.
