Head of N. Korean delegation arrives in Beijing to prepare for 2nd NK-US summit

Kim Chang-son, chief secretary of the North Korean State Affairs Commission secretariat and de facto chief of staff to leader Kim Jong-un, arrived in Beijing on the afternoon of Feb. 15, apparently to undertake working-level preparations for the second North Korea-US summit in Hanoi on Feb. 27–28.

Kim Chang-son arrived at Beijing Capital International Airport at around 6:20 pm that evening on an Air China flight from Pyongyang. He was reportedly accompanied by officials from areas including protocol and security. Traveling through the regular corridors without making use of the VIP room, Kim proceeded immediately to the domestic departure section to board another flight to Guangzhou. Sources reported that he planned to travel from Guangzhou to Hanoi on Feb. 16.

Kim’s trip to Hanoi heralds impending discussions with the US on protocol for the second North Korea-US summit. Ahead of the first summit in June 2018, Kim traveled to Singapore in advance to review North Korean leader Kim Jong-un’s accommodations and the negotiating venue and hold working-level discussions with the US. US Secretary of State Mike Pompeo also announced plans to send a team to Asia this weekend to prepare for the second North Korea-US summit.
